Subject: - Simplification of Pension Procedure - Amendment in para 15 and para 16 of “Scheme for payment of pensions to Central Govt. Civil Pensioners by Authorised Bank".
Attention is invited to the provisions contained in paras 15 and 16 of the Scheme Booklet regarding submission of life & other certificates and inter bank / intra bank transfer of pension Account.
2. Keeping in view the need to make the process of submission of certificates user friendly and in line with the technological advancement in the banking industry, it has been decided to allow pensioner/family pensioner to submit the life certificate as well as other certificates to any branch of the Bank through which his /her pension/family pension is being disbursed.
3. Further with the introduction of CBS and implementation of CPPC, the pensioner/family pensioner who is desirous of transferring his/her pension account from one branch to another branch (whether local or out station) of the same bank should has the option of putting in his/her request at either of the two branches instead of the present dispensation wherein transfer request is entertained only at the home branch. The transfer application will require mentioning both account numbers (in the old & new branch) with both branch contact details. The branch receiving the application will scan and register the same to CPPC. CPPC will coordinate the continuity of disbursement of monthly pension / family pension without any break.
4. All banks are hereby directed to follow the above procedural modifications in pension process and issue necessary instructions to all concerned accordingly.
5. This issues with the concurrence of Department of Pensions & Pensioners Welfare, Ministry of Personnel. Public Grievances & Pensions and Department of Expenditure, Ministry of Finance.

SPECTACULAR SUCCESS OF TWO-DAYS STRIKE BY C.G.EMPLOYEES ALONGWITH WORKING CLASS OF INDIA
CONFEDERATION PRESS STATEMENT
About 8 lakhs Central Government employees took part in the 48 hour (two day) general strike yesterday and today organised by the Indian working class as per the call of the Joint platform of 11 Central Trade Unions of the country. Besides 5 lakh Defence Civilian employees are also reported to have participated in this historic action.
The Strike was total and cent per cent in Income tax and Postal departments. The participation ranged from 60 to 90% in other Government of India organisations except in the Central Secretariat. As per the report, the strike was total in Assam, Tripura, West Bengal, Orissa, Bihar Andhra Pradesh, Tamilnadu, Kerala, Chhattisgarh and 60 to 70% in Rajasthan, Gujarat, Madhya Pradesh, Punjab, Haryana and partial in other States.
In Delhi, the Income tax and RMS offices of the Postal Department virtually remained closed. Not a single employee reported for duty in these offices. Many offices of the Civil Accounts and Post offices in Delhi also did not function on these two days.
Many establishments of Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, Medical Depots, Customs, Ground Water Board, ISRO, Directorate of Marketing Inspection, Civil Accounts, Central Public Works Department remained closed throughout the country on both the days.
The National Secretariat of the Confederation places on record its sincere gratitude and appreciation of the efforts undertaken by the State/Branch level leaders to make this historic action of the Indian working class a resounding success by eliciting the total participation of the Central Government employees. The success of the two days strike action will no doubt embolden the employees and workers to chalk out intensified action programme including indefinite strike action to compel the Govt. to rescind the anti-people economic policies pursued since 1991.

Essay Competition
The 29th AIC has already
announced essay competition on the topic of ‘Future of India Post’ and decided
to award three prizes in the AIC. This is nothing, but to develop the skill and
talents of our comrades in analyzing the issues in the prospective lines. The
cut off date for receipt of such articles had been fixed as 28.02.2013 by the
reception committee. All the interested comrades are requested to forward the
articles to the reception committee and also copy to the
CHQ.

We proposed to release ‘Venture 2013’
in the ensuing All India Conference. We are exerting all our sincere efforts to
bring out the book most comprehensive. This time the volume of the book will
also be bigger in size which may contain around 800 pages. We are arranging
index to all orders also. It will be a master guide for all unionists. The rate
will be decided as per the practice of ‘No gain; No loss’. All Branch
Secretaries are requested to make indent immediately to CHQ to assess the
correct quantum of requirement of the book.
Federal Council meeting
It is proposed to hold the NFPE Federal
Council in Hyderabad (Andhra Pradesh) from 09.06.2013 to 12.06.2013. Various
political leaders and trade Union leaders of the Fraternal organizations will
address in the Federal Council. Let us hope that the ensuing Federal Council
will mark its glory in the history of Postal Trade Union
movement.

GDS (NFPE), an associate member of NFPE is proposed to be held at Chennai from
21.03.2013 to 22.03.2013. About 1000 delegates and visitors are expected. The
Reception Committee headed by Com. K. V. Sridharan and Com. K. Ragavendran as
chairman and General Secretary respectively requested our branches to extend
financial Assistance to the reception Committee by way of obtaining an
advertisement to the souvenir from each division to manage the funds. As the
preparation for AIC has just started within two months, the reception Committee

Dos and Don'ts to avoid card, net frauds
Electronic payment frauds are on the rise in India. During 2011-12, banks received 14,492 complaints relating to credit and debit card transactions, according to RBI data. These were more than a fifth of the total complaints filed. While banks are putting strict security measures in place, here's a checklist for you:
Clear browser's cache, history after every net banking transactions via PC/laptop
Destroy credit/ debit card after expiry or if it is not being used. Also. tear ATM slip before binning it.
Access your bank site by typing the address, don't access through mailed links or other websites.
Click 'Next' to for list of 'Don'ts' to avoid card, net frauds.
Do not disclose your pin and password to anyone. Avoid writing it down. If card is lost, immediately call the bank to get it blocked.
Never respond to emails seeking bank details such as account number, PIN number or password.
Avoid your of birth, child's/parent's birthday or anniversary as passwords. There're easy to guess.
Never close browser to exit from net banking. Always log out.
Avoid using shared PC or cybercafes for net banking.

US Postal Service to cut Saturday mail, trim costs
WASHINGTON: The financially struggling US Postal Service said Wednesday it will stop delivering mail on Saturdays but continue to deliver packages six days a week under a plan aimed at saving about $2 billion a year.
The change continues the shrinking of what used to be one of the country's most visible and powerful agencies, one that put the presence of the federal government in some of the smallest towns across the US The postmaster general had such powers of job-placing patronage that the position _ once part of the president's Cabinet _ was a coveted one.
But the Internet and package delivery companies such as FedEx and UPS have weakened the agency.
The Postal Service in November reported an annual loss of a record $15.9 billion for the last budget year and forecast more red ink in 2013, capping a tumultuous year in which it was forced to default on billions in retiree health benefit prepayments to avert bankruptcy.
The Postal Service is in the midst of a major restructuring. Since 2006, it has cut annual costs by about $15 billion and reduced the size of its career workforce by 193,000 or by 28 per cent, officials say.
Wednesday's move accentuates one of the agency's strong points. Package delivery has increased by 14 per cent since 2010, officials say, while the delivery of letters and other mail has declined.
Under the new plan, mail would be delivered to homes and businesses only from Monday through Friday but would still be delivered to post office boxes on Saturdays. Post offices now open on Saturdays would remain open on that day.
It was not immediately clear how the service could eliminate Saturday mail without approval from Congress. But the agency clearly thinks it has a majority of the American public on its side.
Material prepared for the Wednesday press conference by Patrick R. Donahoe, postmaster general and CEO, says the agency's market research and other research has indicated that nearly 7 in 10 Americans support the switch to five-day delivery as a way for the Postal Service to reduce costs.
``The American public understands the financial challenges of the Postal Service and supports these steps as a responsible and reasonable approach to improving our financial situation,'' Donahoe said.
He said the change is expected to achieve cost savings of approximately $2 billion annually when fully implemented.

Trade Union Demanded: Constitution of the seventh Pay Commission to be announced in the Budget.
Pressing for a people-friendly Budget for 2013-14, trade unions today urged Finance Minister P Chidambaram and his team to announce the constitution of the seventh pay commission along with raising the income tax threshold to Rs 5 lakh in a year from the present Rs 2 lakh.
The demand was raised by the unions at a pre-Budget consultations in the North Block, even as the government is struggling hard to rein in its fiscal deficit.
After the meeting, Harbhajan Singh Siddhu of Hind Mazdoor Sabha said already seven years of the sixth pay commission have passed and any new commission will take two-three years to study. "The revision of wages and various service conditions of the government employees is already due. Constitution of the seventh Pay Commission be announced in the Budget," joint recommendations of trade unions, including CPI (M)-affiliated CITU, CPI-linked AITUC, INTUC of the Congress and Bharatiya Mazdoor Sangh to the Finance Minister said.
Also, the unions have demanded the income tax exemption ceiling for the salaried persons should be raised to Rs 5 lakh per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net in totality.
At a time when the government is trying hard to raise FDI cap in insurance sector to 49% from the current 26%, the unions raised objections to the move.
As the government struggled to meet its disinvestment target of Rs 30,000 crore this financial year, the memorandum said stake sale of profit making PSUs "be stopped forthwith" and budgetary support be given for revival of potentially viable sick PSUs.
On the poor sentiment in the economy, the unions called for massive investments by the government in the infrastructure sectors "in order to stimulate the economy and to make the market look up".
Chidambaram emphasised on the need to revive investment in manufacturing and services sector in order to create higher job opportunities, an official statement said.
Unions called for higher government spending to create more jobs and guarantee consistent income to the people, special allocation for creation of a welfare fund for protecting interests of unorganised workers.
Increasing the scope of MGNREGA to urban areas and raising the minimum period of employment under the UPA flagship programme from 100 days to 200 days were other demands of the unions.
Chidambaram said due to the steps and measures taken by the government in the last few months, there seems to be a change in the investment sentiments both in public and private sectors.
In order to curb inflationary pressure, the unions called for a ban on forward trading of commodities along with rationalisation of taxes on petroleum products.
For mobilisation of resources the unions suggested higher taxes for the "rich and affluent".
"A progressive taxation system should be put in place to ensure taxing the rich and the affluent sections who have the capacity to pay at a higher degree," their representation said adding that taxes on luxury goods should be increased and indirect taxes on essential commodities be reduced.
