Rural ICT Device Logs can be fetched through Online > Device Management > Create Job > Device Synchronization > Client to Server > Complete Device Logs then SAVE AND CONTINUE
  • Once Select Date & Time and submit the Job, a log file will be created once the created job has been completed

Postal Department to spin off life insurance business into separate unit

The Postal Department plans to spin off the postal life insurance and rural postal life insurance operations into a separate business unit (SBU) for which it has moved a Cabinet note, Communications Minister Manoj Sinhasaid Wednesday. "For postal Life Insurance and rural postal life insurance we have moved a Cabinet note. In the first phase it will involve creation of an SBU and in second phase a full fledged insurance company," Sinha told reporters on the sidelines of an event to mark the second anniversary celebration of India Post Payments Bank (IPPB).

The postal department plans to spin off the postal life insurance and rural postal life insurance operations into a separate business unit (SBU) for which it has moved a Cabinet note. 


The Minister hoped that the Cabinet approval would be received in next fortnight or so.

Sinha said IPPB has rolled out 1.26 lakh access points over the last five months and over the next week or 10 days the number is expected to rise to 1.36 lakh.

Streamlining debit entries in Office Account 0382 for Outward Cheque Clearance

Dear all, 

I am directed to convey the following

This is regarding the Interim solution for the issues reported on account of streamlining debit entries in office account 0382. 

Post offices were not able to open new accounts or subsequent deposits due to following reasons.

1. POs where cheques were cleared and credits available in 0382 office account , but the debit balance was made zero on 21/01/2019 for the office account ( 0382).

2. POs where cheques were not lodged but office account 0382 was debited directly for opening new account and subsequent deposits. These POs have not followed the mandated cheque clearing process.

Though instructions were given to utilise the credits in 0382, many SOLs have failed to open new accounts / subsequent deposits for the credits which were available in 0382.

It is seen that many HOs are not using zone operations for cheque clearing. POs are directly debiting funds after cheques are cleared. Validations have been built to restrict transfer in CXFER. POs are requested to follow cheque clearing process scrupulously to ensure that sufficient funds are available in office account 0382 after regularisation of cheques. It is seen that only 3876 SOLs have credits in 0382 and 157 SOls are having credits in 0017 through zone operations for the month of January 2019.

It is suggested that the concerned HOs can lodge the cheques once again and credit 0382 account post approval of the concerned Division. These relodged cheques should not be sent to clearing house again as these cheques have already been accounted. We can allow this re-lodging till 29/01/2019. SOLs can regularise the zone and cheque amount can be utilised for deposits/account opening with the original clearing date as value date. This will also ensure that the SOLs under scenario 2 explained above, will commence zone operations and proper utilisation of 0382. Divisions to ensure that relodging is completed before 29/01/2019.

Cheques pending for account opening/subsequent deposits to be consolidated and lodged on same day after approval from Divisional head. It is responsibility of the POs to ensure that only those cheques which are cleared and accounted already but not utilised for account opening/subsequent deposits to be lodged again.

Revised Recruitment Rules (RRs) for the posts of Multi Tasking Staff (MTS), notified on 16.08.2018, were forwarded to the Circle Vide this office letter No.37-33/2009-SPB-I dated 27.08.2018. Similarly, revised RRs for postman and Mail Guard, notified on 20.09.2018, were forwarded vide this office letter No.03-02/2017-SPB-I dated 24.09.2018. These RRs have following provisions regarding appointment on the basis of seniority-cum-fitness:-

(a) 100% vacancy of MTS in Administrative Offices is to be filled up from eligible Casual Labourers
(b) 50% Vacancy of MTS in Subordinate Offices (i.e Post Offices, etc.) is to be filled up from eligible Gramin Dak Sewaks (GDS) of the recruiting Division
(c) 25% vacancy of MTS in Subordinate Offices is to be filled up from eligible Casual Labourers of the recruiting Division
(d) 25% vacancy of Postman is to be filled up from eligible MTS
(e) 25% vacancy of Mail Guard is to be filled up from eligible MTS.
2. Further clarification have been issued regarding the eligibility of GDS vide this office letter No.02-01/2018-SPB-I dated 11.12.2018
3. I would, therefore, request you to direct all Divisional Heads to convene meeting of the Departmental Promotion Committee (DPC) / Selection Committee to draw up the panel of eligible GDS, Casual Labourer and MTS, based on seniority-Cum-fitness, so that they can be appointed against vacant posts of MTS/Postman/Mail Guard, as and when available. An Action Taken Report in this regard may be sent to the undersigned on or before 10.01.2019.

The erstwhile Ministry of Welfare had constituted the Expert Committee and on its basis Department of Personnel and Training has issued Office Memorandum Vide No.36033/3/2004-Estt. (Res) dated 9th March, 2004 on the subject “Revision of Income criteria to exclude socially advanced persons/sections (Creamy Layer) from the purview of reservation for other Backward Classes (OBCs)”.  In the Office Memorandum dated 08th September 1993, and for the category VI of the Schedule, the following explanations were also mentioned:-

  1. Income from salaries or agricultural land shall not be clubbed;
  2. The income criteria in terms of rupee will be modified taking into account the change in its value every three years. If the situation, however, so demands, the interregnum may be less.

In para 27 of the Report, the Expert Committee of 1993 had observed the following:

“In addition to the above, we have to say that the income/wealth test governs categories IV, VB and VC as stated earlier. For the remaining categories, namely I, II,III and VA, specific criteria have been laid down; however, if in these categories, any person, who is not disentitled to benefit of reservation, has income from other sources or wealth, which will bring him within the criterion under Item No.VI, then he shall be disentitled to reservation, in case his income-without clubbing his income from salaries or agricultural land – or his wealth is in excess or cut-off points prescribed under the income/wealth criteria.”

From the reading of para-27 of the Expert Committee Report, it is clear that the Explanation (i) given below to Category VI of Schedule to OM dated 08.09.1993, that income from salaries or agricultural land shall not be clubbed would be applicable only in respect of category VI(b). Hence as per provision of O.M. dated 08.09.1993, the salary of the parents of the candidates, who are working in PSUs, PSBs etc., was taken into account for determining their Creamy Layer status, till such time the equivalence vis-à-vis Government posts is established.

The erstwhile National Commission for Backward Classes (NCBC) in 2011 had recommended Rs. 9 lakh for Rural and Rs. 12 lakh for Urban for income limit for creamy layer.

In the year of 2015, the erstwhile National Commission for Backward Classes had recommended Rs. 15 lakh for income limit for Creamy layer.

The Cabinet in 2004 had decided to follow the Consumer Price Index (CPI) principle which has been adopted and not the formula recommended by NCBC.
This information was given by Minister of State for Social Justice and Empowerment Shri Krishan Pal Gurjar in a written reply in Lok Sabha today.

Reservation Provisions for SC/ST/OBC


Reservation in admission of students belonging to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in Central Educational Institutions established, maintained or aided by the Central Government is enforced through the Central Educational Institutions (Reservation in Admissions) Act, 2006 as amended from time to time. At present there is no proposal under consideration of Government to enact legislation for implementing reservation in services under the Central Government and its Public Sector Undertakings.

The policy of reservation in services is administered through executive instructions. The Hon’ble Supreme Court in the case of Indira Sawhney vs. Union of India (W.P. No. 930 of 1990) has held that these instructions have the force of law.
