Postal JCA meeting in Chennai in connection with 6th May 2015 indefinite strike

Postal JCA meeting has been conducted in Anna Road HPO, Chennai on 25th April in connection with mobilization for indefinite strike from 6th May 2015.

Com.Gunasekharan, Circle Secretary, P4 (FNPO) presided the meeting. Com.D.Theagarajan, Secretary General, FNPO, Com.P.Pandurangarao, General Secretary, AIPEU GDS (NFPE)  were attended and addressed the meeting.

Com. J.Ramamurthy, Convener, CoC, TN & Circle Secretary, Gr.C., and Com.S.Raghupathy, Secretary, NFPE were also present and addressed the session.

The meeting witnessed by more than 300 members, leaders representing from NFPE & FNPO, Tamil Nadu Circle.

UNCLAIMED AMOUNT UNDER VARIOUS POSTAL SAVINGS SCHEMES

179. SHRI D. RAJA:

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:

(a) whether thousands of crores of rupees are held up in post offices as unclaimed amount in the post office savings, Public Provident Fund accounts etc.;

(b) if so, the details under various schemes and the main reasons therefor;

(c) whether the main reason therefor is name of nominee not given at the time of opening the account and hassles of completing other court procedures for claiming the amount by the dependents of the deceased account holders; and

(d) if so, the measures proposed to be taken to make the procedure to claim the amount by genuine dependents hassle-free?

(b) Scheme-wise figures are given in Annexure. Main reason for unclaimed amount is non withdrawal of money by depositors after maturity of their investment in Small Savings Schemes, discontinued long back.

(c) No Sir.

(d) Does not arise in view of (c) above.

India Post to setup hybrid model Post Bank with separate employees

The Department of Posts, which has applied for a payments bank licence, has a hybrid model in mind to operate Post Bank of India. Reserve Bank Governor Raghuram Rajan yesterday had said while the banking sector is set to undergo changes in the next few years, "we are going to possibly have postal bank".

According to a source, Communications and IT Minister Ravi Shankar Prasad has approved hybrid model suggested by Ernst & Young which prepared detailed project report on Post Bank of India (PBI).

"E&Y has come out with three models but suggested preference to a hybrid model. Under which about 600 branches will be directly operated by PBI staff in post office premises and transactions in other parts of the country will be supported by India post staff," the official said.

Post Bank of India is proposed to have its own employees and IT infrastructure. The transaction handled by India Post employees will be entered in to computer server of PBI. The Department expects revenue of over Rs 550 crore from PBI in first 5 years. "India Post will earn from every transaction it will carry out for PBI and rents that it will get from its branches. India Post financial services like saving account, postal life insurance will continue as it is," the official said.

The Department of Posts (DoP) will soon seek Cabinet approval for Rs 240 crore for setting up Post Bank of India.The DoP has plans to set up Post Bank of India under payments bank licence. The Reserve Bank of India has already issued licensing norms for niche banks -- payments banks and small banks.

As per RBI guidelines, payments banks would offer a limited range of products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will be initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.

They will be allowed to issue ATM or debit cards as also other prepaid payment instruments, but not credit cards.

The DoP will evaluate its five year performance as payments bank and then it will take call of setting up full-fledged banking service.

BSNL to allow unlimited free calling at night

BSNL landline customers can make unlimited calls anywhere in India to all networks from 9 p.m. to 7 a.m. without paying call charges.

Bharat Sanchar Nigam Ltd. (BSNL) on Thursday said it will introduce unlimited free calling at night from its landline phones to all landline and mobile phones of all service providers across India from May 1.

“This unlimited free night calling shall be available from 9 p.m. to 7 a.m.,” a company statement said.

The scheme covers all major landline general plans of rural and urban areas for both landline and broadband connections.

“BSNL landline phone offers voice clarity. Now landline customers can make unlimited calls comfortably anywhere in India to all networks from 9 p.m. to 7 a.m. without paying call charges,” the statement added.

Seventh Central Pay Commission

In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary. The Commission is headquartered in Delhi and has been given 18 months from date of its constitution to make its recommendations. To this end the Commission will set up its team of Officers, Advisers, Institutional Consultants and Experts and call for required information and documents from Ministries and Departments of Government of India and various Service associations.

The dates of appointment and submission of recommendations of the previous six central pay commissions are as under-
