  1. When a SCSS account is modified it should be verified immediately otherwise the system will not generate the quarter interest for those unverified accounts in DOP Finacle.
  2. The procedure to find the unverified SCSS accounts after modification can be traced by using the menu HAFI.
  3. The step by step procedure is mentioned below
  

Step by Step Procedure to find the unverified SCSS accounts after modification

  • Invoke the menu HAFI then the system will show the below mentioned screenThen in the above screen enter the following details
Enter the SOL ID ___________________
Enter the filed Ref. No. " Give two blank spaces"
Enter the filed General Ledger Subhead code as "30020" for SCSS General , "30018" for SCSS Defence and "30019" for SCSS VRS.
  • Select the authorized as "Not authorized" as mentioned in the below screen shot
  • Then click on GO then the system will show the list of unverified accounts as mentioned in the below screen shot.
 
  • In the above screen shot one can find the list of unverified accounts.

Solution for the above problem

Scenario 1:-
If in the above screen shot if the function is "M" then it means that modification is done by the counter PA but verification is not done.

 
Care to be taken by the Supervisor:- 
In the supervisor login invoke the menu CSCAM and verify the accounts immediatley.

Scenario 2 :- 

If in the above screen shot if the funaction is "R" then it means that Renewal is done (Extended) but not verified as shown in the figure.

 
Care to be taken by the Supervisor:-
  • In the Supervisor invoke the menu HTDREN and verify the accounts immediately.

Scenario 3:-

If in the above screen if the function is "Z" then it means that closure attempeted by the user but not verified as mentioned in the below screen shot

 
Care to be Taken by the Supervisor:- 
In the Supervisor login invoke the menu HCAACVTD and either cancel the closure or verify the closureaccording to the customer willingness.
Note :- For all TD/SCSS/MIS/SB/PPF accounts immediately after modification verification should be done by the supervisot otherwise system will not generate the ineterst as there are unverified records for those accounts hence verify all those accounts immediatley to overcome the non generation of interest by the system.
 

Extension of SCSS/RD/PPF Accounts in DOP Finacle

HTDREN : Stands for Term Deposit Renewal
  1. SCSS account can be extended after completion of 5 years
  2. SCSS account can be extended after completion of 5 years and the customer can come for extension within 1 year after completion of 5 years
  3. SCSS accounts extended after maturity will have the interest i.e., the present rate of interest for SCSS account as per the DOP norms provided by the Ministry of Finance.
  4. The extension of SCSS accounts can be done by using the menu HTDREN by using the following procedure as mentioned below
   Invoke the menu HTDREN select the function as "Renewal" and enter the account number as shown above.
  • Then click on GO then the system will show the next screen as shown and enter the following details
Enter the effective open date as "maturity date"
Enter the renewal option as "Principal only"
Select the calculate overdue interest as "NO"
  •  Select the Print renewal option as "Immediate/Later" as shown in the  below snap.
  • Then click on submit then the system will show the message account renewal successful.
 
If you have selected Print Renewal option as Immediate in above screen then a report at the back end will be generated by the system.To view the report invoke the menu HPR and select the report from the list of reports and print the report to give acknowledgement to the customer for extension of SCSS account.

Extension of SCSS/RD/PPF Accounts in DOP Finacle

 

RD/PPF/SCSS Accounts Extension in Finacle

HTDEXT menu does not function according to our rulings and hence the menu is now made inaccessible in Finacle - DOP Version. 

Kindly use the following menus for extension:
  1. SCSS - HTDREN
  2. RD - PRDCM
  3. PPF - HCEXTN
These menus will validate the date of maturity and will allow extension only after the date of maturity.

1RD Account Extension or Continuation in DOP Finacle

RD account can be extended after completion of Five year and 60 installment in Finacle. The extension period is 5 year. PRDCM command is used for RD Extension.
  • Use Menu the below menu for Extend RD Account if all installments are paid
PRDCM - Perform Recurring deposit Continuation on Maturity
Function Code : C-Continue
A/c ID: Enter Account No
Scheme : automatically fetched from Server 
  • Extend RD Account if Less than 60 Installments are paid
PMDDRD - Maturity date deferment

Both the Menus are to be used for extension in DOP Finacle.

CLARIFICATION ON BCP IN DOP FINACLE

SOLs/ Divisions/ Regions are raising following doubts on invoking BCP:

1. Whether RD deposits having default fee can be accepted through BCP and if so how default fee is to be accounted for and how to be entered in excel sheet?

2. How Agent commission is to be dealt with for deposits accepted through Agent BCP?

3. Finacle is not at all accessible and it same situation continues till, how to open new Accounts/ issue Certificates for which cash have been received and accounted for since 28.3.16, before 31.3.2016. Whether these Accounts can be opened after 31.3.16 also with value date ? If not what will be the alternate as more number of new accounts and certificates have been accepted under BCP Pan due to year end ?

4. Version of BCP excel format to be used as the one now communicated in Ver 2.0 whereas previously some time back Version 3.0 was sent?

CLARIFICATION ON BCP

  
(1) RD deposits with default cannot be accepted through BCP.

(2) Agent commission (excluding TDS) will get credited automatically when you upload agent file through the menus specified.

(3) At any case, the new accounts for which cash is accepted, accounts should be opened before EOD of 31/03/2016 in Finacle.

(4) Only Version 2.0 is to be used for RD transasctions and the same is embedded in BCP document. Version 3.0 is an interim file provided and it should not be used.

(a) whether it is a fact that Government has started two initiatives i.e. Sankalp and Anubhav for engaging retiring officials for voluntary work and later leaving a note on ones achievement in service, if so, the details thereof;

(b) whether it is also a fact that not many retiring employees opted for the said two initiatives and there was nearly zero response to them; and

(c) whether it is also a fact that due to lack of response, Government organised or planning to organise many more workshops, if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (c) OF RAJYA SABHA STARRED QUESTION NO. 146 for 10.03.2016.
(a) & (b): An initiative, “Sankalp” was launched in January 2014 which aims at channelizing skill, experience and time available with retired government servants into meaningful, voluntary contribution to society. This would add to the social capital of the country and at the same time restore dignity and purpose to life post-retirement. So far, around 1600 pensioners, 19 pensioners association and 16 organisations have successfully registered under Sankalp.

Another initiative, “Anubhav” was launched in February 2015 which provides a platform for retiring employees to share outstanding work accomplished during their working in the Government and also to preserve as well as benefit from the institutional memory of the retiree employee for better governance. The retiring employees may, voluntarily submit their write-up along with their pension papers. An online system has been developed to enable the retiring employees to upload these write-ups in a methodical manner. Till date 78 Ministries/Departments have been registered, 1249 write-ups have been published and 411 write-ups are being processed by the Head of Office for uploading on the web portal as per laid down procedure. A total of 40 write-ups have been rejected.


(c): To date the department has conducted 28 Pre-Retirement counseling Workshops and 7 Training of Trainers (TOT) Workshops under the initiative “Sankalp” for employees retiring from Ministries/Departments at New Delhi and for Central Armed Police Forces at different locations all over the country. Further, to sensitize the Ministries/Departments, Awareness workshops on ‘Anubhav’ have been organized by this Department on 24.03.2015, 24.04.2015 and 25.05.2015. Review meeting have been held on 08.05.2015, 10.07.2015 and 22.09.2015. Recently a combined Workshop on “Sankalp and Anubhav” was organized on a large scale at Vigyan Bhavan, New Delhi on 19.02.2016. Six best write-ups under ‘Anubhav’ were also conferred awards. The Department organises such workshops from time to time to create awareness amongst the retiring employees.

EASY METHOD TO VERIFY RD TRANSACTIONS IN DOP FINACLE

VERICATION OF RD TRANSACTIONS IN SUPERVISOR:

1. Use HFTI command. Enter “ General Ledger subhead code “ as 30010
2. Have a look at transactions from date and to date.
3. Click on GO
4. Then all RD Entered transactions will be displayed there.
5. Select all (only table). Copy and paste it in Excel sheet.
6. Remove all columns except “Transaction ID”, “Status” columns.
7. Remove all rows where “Status” is “Verified”. We do not need them for verification.
8. Select all, Right click and select “Format cells “option in the list.
9. Switch to “ Allignment “ tab, uncheck “ wrap text “ option under “ Text Control “
10. Click CTRL+F, switch to “Replace” tab and enter “/2” in find what text box, and leave blank in “replace with” text box. Then “/2” in transaction ids will be removed.
11. Now invoke CRDP command. Select POST function, copy and paste Transaction id from excel sheet in Transaction ID text box.
12. Click F4 for GO, click F10 for submit. Again F4 for reload CRDP command.
13. Repeat the process for all pending transactions ids.

Note:

  • Use HTV for auto verification of SB, SSA (up to 5000), MIS INT, SCSS INT, TD INT and VAULT OPERAIONS, AGENT Lists verification.
  • Use HCASHPND for debiting cash from teller account for all type of accounts closed by CASH mode.
  • All closures, higher deposits, withdrawals should be verified individually

Sub: Cut in interest rate for small savings schemes.
Respected Sir,
As you are aware that the Government of India, Ministry of Fiancé, Department of Economic Affairs (Budget Division) vide F.No.1/04/2016-NSII dated 18th March -2016 has issued orders to cut the interest rates for Small Savings Schemes which will adversely affect the poor people and customers in Post Offices.

Already due to CBS related problems thousands and thousands customers have closed their accounts in Post Offices. Further this cut in small savings schemes like, NSC, KVP, PPF,MIS, Sr. Citizen Savings Schemes and Sukanya Samriddhi Yojna will force them to invest their money in some other schemes.

It is therefore requested to kindly utilize your good office and convince the Finance Ministry to exempt Small Savings Schemes in Post Offices from interest cut to protect interests of common man.

Atal Pension Yojana (APY) amended to give an option to the spouse to continue to contribute for balance period on premature death of the subscriber; 

After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till age of 60 years of the subscriber.

The feedback received from various quarters has indicated that the present provision under Atal Pension Yojana (APY) of handing-over lump sum amount to spouse on premature death of the subscriber is not preferred by many subscribers. It has also highlighted the fact that there is growing demand to give an option to the spouse to continue contribution after the death of subscriber to enable him / her to draw pension when the deceased subscriber would have turned 60 years of age. Therefore, after considering the feedback, the Government has decided to give an option to the spouse of the subscriber to continue contributing to APY account of the subscriber, for the remaining vesting period, till the original subscriber would have attained the age of 60 years instead of present provision of handing-over lump-sum amount to spouse on the premature death (death before 60 years of age) of the subscriber. The spouse of the subscriber shall be entitled to receive the same pension amount as that of the subscriber until the death of the spouse. After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till age of 60 years of the subscriber.


Earlier to address the longevity risks among the workers in unorganised sector and to encourage the workers in unorganised sector to voluntarily save for their retirement, the Government had launched a new initiative called Atal Pension Yojana (APY) with effect from 1st June, 2015. Under APY, each subscriber, on completion of 60 years of age, will get the guaranteed minimum monthly pension, or higher monthly pension, if the investment returns are higher than the assumed returns for minimum guaranteed pension, over the period of contribution. After the subscriber’s death, the spouse of the subscriber shall be entitled to receive the same pension amount as that of the subscriber until the death of the spouse. After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till age of 60 years of the subscriber. In exceptional circumstances, that is, in the event of the death of beneficiary or specified illness, as mentioned in the PFRDA (Exit and withdrawals under the National Pension System) Regulations, 2015, before the age of 60 years, the accumulated pension wealth till date would be given to the nominee or the subscriber as the case may be.

New Way to unlock User ID of Finacle through CPC

As on 21.03.2016  2478 SOLs have been migrated to CBS and daily huge number of mails are being received from SOLs especially for releasing of user ids. 

Due to receipt of huge number of mails and due to limit in sending of reply mails we face some local issues at our end. 

In order to avoid such issues, our CPC Team has created one Google spread sheet which can be viewed in the below URL . When the users log on to this URL they get a screen wherein they can furnish their issue in respect of user IDs in the form .

Hence it is requested to kindly advice all SOLs not to send emails to us for User ID issues hereafter and instead fill up the form available in the link and submit. We will attend to the issues within 5 to 10 minutes and the users can log in after 10 mins. For reset of password cases, password will be set as dop.1234.

Further for Already logged in ids, Supervisors of that SOL and Systems Managers have been provided with CSAC powers and only when Supervisor ID or SA ID itself is facing Already logged in Error or if SA is unavailable CPC should be addressed through spread sheet 

SOLs MAY KINDLY BE ADVICED NOT TO SEND MAILS OR CALL US OVER PHONE AFTER UPDATING IN THE GOOGLE SPREADSHEET UNLESS OTHERWISE IF THE ISSUE DIDN'T GET RESOLVED WITHIN 10 MINUTES SO THAT REPETITION OF WORK CAN BE AVOIDED AT CPC(CBS) AND THE MANPOWER CAN BE UTILISED FOR EARLY AND EFFECTIVE SETTLEMENT OF OTHER FINACLE ISSUES REPORTED TO CPC

HIOT ( Inquiry on Transactions)

  • Invoke the menu HIOT then the system will show the below mentioned screen as shown below


Then in the above screen enter the following details as menitoned below

  1. Enter the SOL ID  ___________________
  2. Enter the A/c Id as _____________________  (Sundry account i..e., 0335 or 0337 or 0338 )
  3. Remove the Start date
  4. Enter the END date
  5. Enter the Ref. NO ______________( Account number of the customer)  as shown in the below screen




Then finally click in Submit then the system will show the below screen





  • From the above screen it is clear that an amount of Rs 24000/- which was not paid in the Sanchypost is shown by the system.
  • From the above screen also observe the Reversed amount i..e, if the Reversed amount is '0' it means the amount is pending for payment.
  • If the Reversed amount and Transaction amount are same then it means already paid(Reversed) to the customer.
  • If we want to know the details of payment if Reversed then click on the Contra Details icon which is available in the left most corner then the system will display the tran id and date of payment.

Procedure to Inquire the pending amount in Sanchypost to be paid for TDA accounts after migration in DOP Finalce

  • For suppose if we want to find the due installments which are to be paid to the customer for TDA accounts(MIS/SCCS/TD) after migration then there is a special menu in DOP Finacle.
  • The menu option is HIOT (Inquiry on Transactions)
  • This menu HIOT is used to know the due installments which are yet to be paid to the customer after migration in Finacle.
  • The step by step procedure is mentioned below

Procedure for issuing the Duplicate certificates of SO's in HO in DOP Finalce

  • Generally Duplicate certificates of HO will be issued by the HO postmaster in the Postmaster login using the menu HDUDRP(Duplicate Deposit Receipt Print)
  • If we want to issue the duplicate certificates of SO(Sub Office) in DOP finacle SO supervisor or postmaster can't issue,  it should be done only HO Postmaster.
  • Step by step procedure to issue the duplicate certificates if SO's is mentioned below.

Step by Step Procedure to issue Duplicate Certificates of SO's in DOP Finacle

  • The following are the steps to be followed at HO level.
  • First transfer the certificates from the SO(Sub Office) SOLID to HO( Head Office) SOLID using the menu HACXFSOL (Account SOL transfer menu) then finally submit. System will generate the instruction number note it down.
  • Verify the instruction number in the menu HACXFSOL.
  • In the next step take the duplicate certificates inventory using the menu HIMC (Inventory movement menu) from ZZ-EXT to DL-DL and then finally to DL-DL to EM-empid(Postmaster id) i.e., take the inventory from external source and give it to Postmaster login then finally submit.
  • System will generate the instruction number note it down and verify in the another Supervisor.
  • Then in the next step proceed for printing of Duplicate certificates in the Postmaster login using the menu HDUDRP.
  • Finally after successful printing transfer the certificates from HO SOL id to respective SO SOL ID using the menu HACXFSOL submit note down tran id and verify.
